SENATE ENGAGES IPNEd TO STRENGTHEN KENYA'S FOUNDATIONAL LEARNING
Parliament of Kenya, Bunge Towers
Thursday 27th November 2025
A delegation from the International Parliamentary Network for Education (IPNEd), led by Executive Director Joseph Nhan-O’Reilly, paid a courtesy call to the Senate Education Committee today to deepen collaboration on improving foundational literacy and numeracy in Kenya.
Nhan-O’Reilly emphasized the global concern over learning outcomes, noting that “many children attend school but are not actually learning… literacy and numeracy by age 10 remain a major challenge.”
Vice Chair Sen. Prof. Margaret Jepkoech Kamar reiterated the importance of early childhood development, stating, “If we don’t get it right at that level, the growth of the child can be distorted.”
Also present was USAWA Agenda, a Kenyan foundation conducting nationwide assessments on literacy and numeracy.
Their team highlighted recent findings showing gaps in teacher–pupil ratios and access to pre-primary education, reaffirming their commitment “to generate evidence that helps bridge inequalities in the education space.”
The meeting underscored the shared goal: evidence-based action, stronger county-level systems, and partnerships that uplift every Kenyan child.
