Establishment of PSC

The Parliamentary Service Commission is established under Article 127 of the Constitution. It is responsible for the general policy and strategic direction of the PSC. The Parliamentary Service Commission under section 127 (6c) of the Constitution is responsible for the preparation of annual estimates of expenditure of the PSC and submitting them to the National Assembly for approval thereby exercising budgetary control over the service; and undertaking Programmes to promote the ideals of parliamentary democracy; and performing other functions necessary for the well-being of the members and staff of Parliament or as prescribed by national legislation.

Mandate of PSC

PSC is responsible for the overall policy development and administration of Parliament. The Commission is responsible for:

  • Providing services and facilities to ensure the efficient and effective functioning of Parliament;
  • Constituting offices in the parliamentary service, and appointing and supervising office holders;
  • Preparing annual estimates of expenditure of the parliamentary service and submitting them to the National Assembly for approval and exercising budgetary control over the service;
  • Undertaking, singly or jointly with other relevant organizations, programmes to promote the ideals of parliamentary democracy;
  • Performing other functions:
    • Necessary for the well-being of the members and staff of Parliament; or
    • Prescribed by national legislation
