The Parliamentary Budget Office (PBO) was created in May 2007 in order to enhance the capacity of the National Assembly to scrutinize the budget and oversight budget implementation. The Office was later established by the Fiscal Management Act, 2009. The Fiscal Management Act, 2009 was later repealed under section 208 of the Public Finance Management Act, 2012, with the PBO being retained under section 9 of the latter Act. The PBO is a non-partisan professional office of the Kenyan Parliament whose primary function is to provide timely, objective information and analysis concerning the national budget and the economy. The Office provides technical support on matters relating to Public Financial Management (PFM) and financial oversight to all Members of Parliament, Departmental Committees and Select Committees. The Parliamentary Budget Office of Kenya (K - PBO) is a non-partisan professional office of the Parliamentary Service Commission. It was established in the year 2007 with a goal of enhancing the oversight role of Parliament by creating the necessary capacity for scrutiny of the national budget and the economy as well as budget processes relating to the sub-national governments. The primary function of PBO is to provide professional and technical services in respect of budget, finance and economic information to Committees of Parliament. The Office derives this legal mandate from Sections 9 and 10 of the Public Finance Management (PFM) Act, 2012
In-line with the provision of Section 9 and 10 of PFM (2012) which is the enabling legislation of Chapter 12 of the Constitution on public finance, the key mandate of The PBO is to:
The PBO is a Directorate within the overall structure of the Parliamentary Service Commission (PSC). The Office is a core technical office headed at the level of a director charged with the mandate of offering technical advisory services in-line with its function and mandate. The Office of the Director is currently supported by three deputy directors, and 50 other staff comprising of 45 fiscal analysts and 5 support staff. Further, the Directorate is composed of three core Departments with respective sub-mandates and is guided a robust service charter and other performance management instruments in the delivery of its overall mandate.
