Senator Catherine Mumma has called on the Senate Committee on Education to clarify the Kenya Secondary Schools Heads Associationโs (KESSHA) proposal to raise school fees for public secondary schools and introduce fees for day schools.
She wants the committee to outline the Ministry of Educationโs stance on the proposal, including its assessment of KESSHAโs justification for the fee hike. She has also sought assurances on the continued implementation of the Free Day Secondary Education (FDSE) policy, which has expanded access to learning for thousands of students.
Sen Mumma further questioned why the government has not reviewed per-student capitation since 2018, despite rising costs of food, utilities and learning materials. She wants the committee to clarify if there are plans to revise the allocation.
She has also demanded a timeline for the disbursement of outstanding capitation funds and an explanation of measures to keep schools running without learning disruptions, meal rationing or project delays.
Additionally, she has called for details on short, medium and long-term strategies by the Ministry of Education and the National Treasury to ensure capitation funds are disbursed on time.
