Sen (Prof) Tom Ojienda (Kisumu) has called for an inquiry into the adequacy of administrative units in the county, questioning whether they are sufficient to meet the needs of a growing population.

Raising the matter in Parliament, the senator urged the Senate Committee on National Security, Defence and Foreign Relations to provide a comprehensive breakdown of the number of administrative unitsโ€”including sub-counties, divisions, locations and sub-locationsโ€”while assessing whether they align with population distribution and service delivery demands.

Sen (Prof) Ojienda also sought clarification on whether the government has received any formal requests from local leaders or community groups for the creation of additional units to improve governance. He pressed the committee to outline the criteria used by the Ministry of Interior and National Administration to assess the adequacy of existing units and to confirm whether Kisumu meets these thresholds.

The senator further demanded details on any plans to establish new administrative units, including the areas under consideration and the expected timelines for implementation. He called for an explanation of measures being taken to strengthen existing structures to ensure efficient service delivery, security and development coordination.

The governmentโ€™s response is expected to determine whether adjustments are needed to enhance governance and public service accessibility in Kisumu. The findings could shape future administrative reforms aimed at addressing gaps in service provision across the county.
