Senator Abass demands accountability on Wajir climate funds and development projects

Senator Abass Sheikh (Wajir) has demanded a full disclosure on how climate financing and development funds have been utilized by the Wajir County Government in the Energy, Environment and Natural Resources sector over the 2023/2024 and 2024/2025 financial years. 

He called on the Senate’s Standing Committee on Finance and Budget to investigate and provide a comprehensive report on the financial inflows and implementation status of projects supported through both internal allocations and external grants.

The senator raised concern that despite Wajir County receiving considerable climate-related funding including the statutory two percent allocation from its annual development budget under the Climate Change Act there is widespread concern among residents about the transparency, equity and effectiveness of project execution, particularly at the ward level. 

He said despite the County being a beneficiary of the Financing Locally-Led Climate Action (F-LLoCA) programme, there is little public awareness on the specific projects being implemented or the outcomes achieved.

He wants clarity on how much the County has received from capital grants and transfers for climate-related interventions, the sources of these funds, the projects financed, their locations across the wards and the current implementation status. 

Further, he is seeking a detailed list of infrastructure and civil works projects undertaken in the energy and environment sectors, complete with names and locations, as well as an update on their progress.

Senator Abass also asked the Committee to provide a ward-by-ward breakdown of all projects financed through the Climate Change Adaptation Fund, including the names of projects, the amounts allocated, and their current implementation stage.

In addition, he has requested an itemized report on projects funded under the F-LLoCA programme, covering the names, locations, amounts disbursed and a categorization of the beneficiaries by ward.
