Senator Wakili Hillary Sigei, was the Chief Guest and keynote speaker at the opening of the 2025 High Court Human Rights Summit, where he urged all arms of government to embrace ethical leadership as the anchor of Kenya’s constitutional order.
Addressing judges, senior judicial officers, civil society leaders and legal practitioners, Senator Sigei said the Summit’s theme, “Upholding Human Dignity: Ethical Leadership as a Pillar of Constitutionalism”, arrives at a defining moment for the nation. He stated, “Constitutional authority is not an entitlement; it is a moral responsibility rooted in integrity, fidelity to the rule of law, and respect for the inherent dignity of every Kenyan.”
He commended the High Court for its jurisprudential courage and for delivering decisions that strengthen protections related to privacy, data rights, non-discrimination, and freedom of assembly. He also highlighted persistent challenges in justice delivery, especially in remote areas, citing a petition involving a minor in Homa Bay whose access to justice was hindered by stalled mobile court services.
Referring to the ongoing Ogiek implementation case, Senator Sigei stressed the need for coordinated state action. He noted, “Judicial pronouncements must translate into lived realities. Human rights protection cannot be left to the Courts alone. It demands harmonised, ethical and forward-looking leadership across government.”
He reaffirmed Parliament’s commitment to strengthening rights protections through legislation, oversight and resource allocation. He concluded, “Let us build a Republic where leadership is guided by integrity and citizens are protected, not endangered, by the law.”
