Sen. Mundigi demands clarity on Nairobi–Thika expressway plans and pushes for upgrade of Ngandi road in Embu

Senator Alexander Mundigi (Embu) has called on the Standing Committee on Roads, Transportation and Housing to provide a comprehensive Statement regarding the proposed construction of the Nairobi–Thika Expressway and the upgrading of Ngandi Road in Mwea and Makima Divisions, Mbeere South Sub-County, Embu County.
On the Nairobi–Thika Expressway, the Senator noted that His Excellency William Ruto, during his Jamhuri Day address on 12th December 2025, announced plans to construct an expressway from the Museum Hill area in Nairobi to Thika in Kiambu County.
He observed that the proposed expressway is expected to significantly ease traffic congestion along the busy Nairobi–Thika corridor, which continues to experience persistent traffic gridlock, particularly during peak hours. However, detailed information on the project’s financing structure, implementation framework and timelines has not been made public.
Sen. Mundigi asked the Committee to state the total estimated cost of the project and the proportion to be financed by the Government, including details of any budgetary allocations already set aside or proposed. He further requested clarification on alternative financing mechanisms under consideration, including whether Public-Private Partnership (PPP) arrangements or other funding models are being explored. Additionally, he called for disclosure of the expected commencement date and the measures put in place to ensure timely completion of the project.
On the upgrading of Ngandi Road, the Senator highlighted that the approximately 32-kilometre road traverses Kaluku, Kyauzini, Mbonzuki, Kalisa, Ndune, Mwanzo Markets, Kitololoni and Mbondoni before extending to the Masinga Dam spillway. The road serves as the primary access route for residents of Mwea and Makima Wards, facilitating the movement of goods and services within the region.
He noted that owing to its economic importance, the road requires comprehensive upgrading to bitumen standards, together with installation of proper drainage systems to enhance durability, improve safety and ensure all-weather accessibility.
Sen. Mundigi requested the Committee to provide clear timelines for upgrading the road to bitumen standards and to outline any plans currently in place to fast-track its implementation.
He emphasized the importance of transparency, equitable infrastructure development and timely execution of road projects to spur economic growth and improve livelihoods at both county and inter-county levels.
