National Assembly approves 14 day extension period for the recruitment of persons for appointment as the chairperson and members of the IEBC

The National Assembly has approved a motion extending the period for the recruitment of persons for appointment as Chairperson and Members of the Independent Electoral and Boundaries Commission (IEBC) by 14 days.

While moving the motion on Wednesday, April 2nd 2025, Hon. Junet Mohammed highlighted the importance of allowing the IEBC Selection Panel adequate time to conduct a thorough vetting process. 

"The Selection Panel is currently undertaking the interviews of the shortlisted candidates for the positions of Chairperson and Members of the IEBC, and that, given the interview schedule of all shortlisted applicants, the Panel has inadequate time to conclude the recruitment process;" stated Hon. Junet Mohammed.

The Minority Leader further pointed out that the need for the Selection Panel to ensure the recruitment process complies with the constitutional principles.

"To ensure regional balance, representation of the youth and overall inclusivity, while ensuring that the interviews are conducted as far as is practicable, within official working days and hours, we have to give the Panel more time," added Hon. Junet 

The motion, supported by Members of National Assembly, is in line with paragraph 6(2) of the First Schedule to the Independent Electoral and Boundaries Commission Act, CAP 7C, which allows for an extension if necessary. 

Deputy Majority Leader, Hon. Owen Baya backed the extension. He said, β€œThe Selection Panel requires more time. We need to support this process by ensuring we give them the additional 14 days to conclude their work. We have seen their interviews; they are rigorous, and every Kenyan who applied should be given an opportunity to be vetted and interviewed."

Speaker Moses Wetang’ula termed the motion procedural and in line with uphold due process."This is a procedural motion and it is in order," said Speaker Wetang'ula. 

Hon. Junet Mohammed further urged Kenyans and leaders to trust the recruitment process, noting that the aim is to appoint credible individuals who will uphold the integrity of the IEBC. β€œWe want Kenyans who are credible and people who will stand for the rights of Kenyans as IEBC Commissioners,” he affirmed.

The 14 day extension will commence on April 28, 2025, giving the IEBC Selection Panel additional time to complete interviews, make recommendations and submit names of qualified candidates to the President.
