Kenya has kicked off preparations to host the 11th World Scouts Parliamentary Union (WSPU) General Assembly, scheduled for 6th to 13th November 2025. With less than a year to go, Parliament is taking the lead in ensuring the country delivers a global event that will both inspire and impact generations of Scouts and Policymakers worldwide.
Speaking in his dual role as Chairperson of the WSPU General Assembly Steering Committee and Patron of WSPU Kenya, the Speaker of the National Assembly, Rt. Hon. (Dr.) Moses Masika Wetangโula, expressed confidence in Kenyaโs readiness to host the high-profile gathering of global Scout Parliamentarians.
โThis Assembly is more than a calendar event; it is a bold statement of Kenyaโs commitment to youth, peacebuilding, and parliamentary diplomacy,โ remarked the Speaker.
To bolster momentum, Hon. David Ochiengโ, MP for Ugenya, officially unveiled the appointed Chairpersons of key sub-committees, entrusted with spearheading critical areas of the Assemblyโs organization and delivery. The team reflects a vibrant mix of legislative talent, regional representation, and Scout-aligned leadership.
The appointed chairpersons include Hon. (Dr.) Wilberforce Oundo, MP, who will lead the Planning Committee, and Hon. Titus Lotee, MP, who takes charge of Transport, Security, Accommodation & Protocol. Hon. Njeri Maina, MP, will head the WSPU Youth Assembly, while Hon. Duncan Mathenge, MP, chairs the Nyeri Local Organizing Committee. Hon. Pamela Njeru Njoki, MP, will oversee the Conference and Venue docket, with Hon. Charles Ngusya, MP, steering Exhibitions and Trade Networking. The Partnerships and Resource Mobilization sub-committee will be chaired by Hon. Robert Basil, MP. Hon. Sabina Chege, MP, leads the Media and Publicity portfolio. Hon. Senator David Wafula Wakoli chairs Programme and Documentation, while Hon. Senator Jackson Mandago takes the helm of Events and Cultural Night. Ambassador Samuel Gitonga will chair the Technical Committee.
They will be supported by Steering Committee Members Hon. John Kiarie, MP, Hon. Senator Tabitha Mutinda, Hon. Dorice Donya, MP, and Hon. Innocent Mugabe, MP each bringing their extensive experience in youth engagement, policy, and public leadership to the table.
Kenya's hosting of this momentous event continues a tradition that began over three decades ago. The inaugural WSPU General Assembly was held in Seoul, South Korea, in 1991. Since then, the Assembly has rotated among globally diverse nations.
The Philippines hosted the 2nd Assembly in 1994, followed by the United Kingdom in 1998, and Switzerland in 2002. Thailand welcomed delegates in 2006, while Turkey played host in 2010. The 7th Assembly brought the movement to Africa in 2012 when Uganda proudly hosted in Kampala. Japan then hosted the 8th edition in Tokyo in 2015, and Indonesia took up the mantle in Jakarta in 2018. South Korea once again hosted the 10th Assembly in 2022, having been rescheduled due to the global pandemic.
Now, the baton passes to Kenya for the 11th General Assembly, to be held in Nyeri County a location of profound historical significance to the Scouting world. Nyeri is the final resting place of Lord Baden-Powell, the founder of the global Scout Movement, and this symbolic return to his spiritual home marks a historic milestone for Scouting in Africa.

From the floor of the House to the field of service, all roads lead to Kenya in November 2025.
