The Public Service Human Resource Management Bill (National Assembly Bill No. 51 of 2024), a Bill aimed at improving efficiency in the public sector, has undergone the first reading in the National Assembly.
The Bill, sponsored by Hon. Muchangi Karemba, Chairperson of the Departmental Committee on Labour, primarily aims to establish clear guidelines for human resource management within the public service, fostering efficient and effective services delivery.
"This Bill seeks to address the current public human resource sector, which is loaded with conflicting legislation and policies that hinder necessary actions for public service transformation and delivery of high-quality services," reads the Memorandum of Objects.
If passed the proposed legislation seeks to create uniform norms and standards for human resource management. This includes provisions for the reorganization of the public service through the appointment of chairpersons, members to the councils of public universities, boards of state corporations, and other public bodies.
Further, the Bill outlines the required qualifications for appointment to public service positions and the applicable conditions of service for public officers.
Section nine of the Bill provides for mandatory training and development for all public servants, and for the subsequent allocation of an annual budget by the National Treasury.
