Bungoma County:-Webuye East Residents Back Proposal to Entrench CDF, NGAAF, and Senate Oversight Funds in Constitution

Webuye East residents turned out in large numbers on Monday for public hearings on a proposed constitutional amendment aimed at entrenching three key development funds: the National Government Constituencies Development Fund (NG-CDF), the National Government Affirmative Action Fund (NGAAF), and the Senate Oversight Fund.
The forum, held at the constituency NG-CDF offices at Matisi area, brought together local leaders and citizens in a strong display of unity and widespread support for the proposal.
Speakers at the event emphasized the transformative impact these funds have had on grassroots development and equity throughout the country.
Webuye East MP, Hon. Martin Pepela Wanyonyi strongly advocated for constitutional anchoring of the funds, hailing the NG-CDF for its visible and lasting contributions.
“NG-CDF has done wonders not only in Webuye East but across the country. It brings the promise of devolution to life by delivering development directly to the people,” he said.
He highlighted key achievements made possible through NG-CDF, including the construction of schools, issuance of bursaries that have enabled students to rise to prominent roles in society, and improved security through the building of police stations.
“We must secure this fund in the Constitution to safeguard its legacy for future generations,” Wanyonyi added.
Residents from across the constituency shared heartfelt testimonies on the positive impact of the funds in their communities.
Sarah Wafula from Maraka Ward praised the improvements in education infrastructure.
“Our children now study in well-constructed classrooms, some equipped with modern laboratories. Without CDF, we would still be lagging behind,” she said.
In Mihuu Ward, Joseph Masinde spoke about how NG-CDF bursaries made higher education a reality for his family.
“I have two children in university today, thanks to NG-CDF. These funds have given hope to families like mine,” he noted.
From Ndivisi Ward, Esther Nasimiyu lauded the enhanced local administration services.
“CDF facilitated the construction of our police post and the chief’s office. We now feel safer and better served,” she said.
The forum concluded with a collective call for Parliament to support the constitutional amendment and ensure the continued empowerment of grassroots communities through these critical development funds.
