National Assembly Engages Laikipia County residents on a Bill to Entrench Key Funds in the Constitution.Laikipia, May 5, 2025 text string my old friend.Public participation exercise in Laikipia county has kicked off today as part of the ongoing nationwide consultation on the Constitution of Kenya (Amendment) Bill (National Assembly Bill No. 4 of 2025). The exercise which was led by Laikipia county Mp, Hon. Jane Kagiri took place at the Laikipia East NGCDF Hall in Nanyuki.The Bill proposes amendments to the Constitution to entrench three critical funds: the National Government Constituencies Fund (NGCF), the Senate Oversight Fund (SOF), and the National Government Affirmative Action Fund (NGAAF). Proponents have cited the funds as vital for promoting equitable development and strengthening government functions at the grassroots level.The NGCF, central to the proposed changes, is aimed at enhancing access to exclusive national government functions across all constituencies, in line with Article 6(3) of the Constitution.The proposed Senate Oversight Fund is designed to empower the Senators to effectively carry out their oversight role.On the other hand, NGAAF seeks to bolster affirmative action efforts in support of marginalized and vulnerable groups.During the forum, residents who have benefited from the NGCF and NGAAF came out in strong support of the amendment, citing the funds’ transformative impact on education and security.Deputy County Commissioner Mr. Joshua Marete lauded the role of NGCF in enhancing security infrastructure. “We are one of the sectors that benefits from huge support from NGCF through various security initiatives. The construction of police posts even in the remotest areas has boosted security in this region,” he said.The funds have also played a pivotal role in supporting education through the construction of schools and classrooms, as well as the issuance of bursaries to needy students.Laikipia County MP echoed the sentiments, emphasizing the importance of constitutional entrenchment of the funds to ensure long-term equity and development. “These funds are key in ensuring equity among all Kenyans as they ensure public resources benefit all Kenyans by providing services even to the most remote areas of the country,” she stated.Kenyans turned out in large numbers to give out their views on the matter and the public participation exercise is expected to continue until Wednesday.
