Mumias East, Khwisero and Ikolomani residents support entrenchment of NGCF and Ngaaf in the constitution

Residents of Mumias East, Khwisero, and Ikolomani Constituencies have strongly supported the proposal to include the National Government Constituencies Fund (NGCF) and the National Government Affirmative Action Fund (NGAAF) in the Constitution.

This during public participation forums held across the county today. The forums are part of a national exercise to gather public views on the proposed Constitution of Kenya (Amendment), Bill, 2025. 

Speaking during the separate hearings, community members highlighted the tangible benefits they have received from the two funds.

 These include enhanced school infrastructure, bursaries for needy students, support for small businesses, and empowerment of youth and persons living with disabilities.

“NGAAF enabled me, as a person living with a disability, to receive a wheelchair and continue my education through its bursary programme,” shared one resident.

Representatives of the Mumias East Headteachers Association commended the role of National Government -Constituency Development Fund (NG-CDF) in improving access to quality education. Under the new legislative proposal, the kitty will now be referred to as NGCF.

“As headteachers, we strongly support NG-CDF for building schools and offering bursaries to our pupils. These efforts are creating equality and improving learning environments,” stated one member.

Hon. Peter Salasya (Mumias East) emphasized that Members of Parliament provide oversight and guidance on NG-CDF projects, while implementation is handled by Fund Managers in consultation with the public.

His remarks were echoed by Hon. Bernard Shinali (Ikolomani) and Hon. Christopher Aseka (Khwisero), who both highlighted the positive impact of NG-CDF on development in their constituencies, a sentiment widely affirmed by the residents.

Earlier in the day, Kakamega County Woman Representative Hon. Elsie Muhanda also met with residents at the NGAAF office in Amalemba to discuss the fund's impact and hear public feedback.

The public participation exercise continues on Tuesday, with sessions scheduled for Navakholo, Lurambi, Malava, and Shinyalu constituencies. Residents are encouraged to attend and share their views as the nation considers anchoring NGCF and NGAAF in the Constitution.
