Mwingi North residents voice strong support for entrenching NG-CDF in the constitution

Residents of Mwingi North constituency have voiced overwhelming support for the entrenchment of the National Government Constituencies Development Fund (NG-CDF), alongside the Senate Oversight Fund and the National Government Affirmative Action Fund (NGAAF), into the Constitution during public hearings on the Constitution of Kenya (Amendment) Bill, 2025.
The public participation exercise, led by parliamentary staff at the constituency offices in Kyuso town, drew enthusiastic submissions highlighting the transformative impact of NG-CDF on local communities.
Speaker after speaker, including Mwingi North MP Hon. (Eng) Paul Nzengu, praised the NG-CDF for its pivotal role in improving education, creating jobs, and driving development at the grassroots.
“The fund facilitates proper learning by financing the construction of school infrastructure while also providing employment opportunities in local project offices,” noted Simon Munyithya Nzunelu, one of the participants and a beneficiary of the NG-CDF.
Other residents stressed that the NG-CDF has consistently offered education support to needy students, ensuring that children from poor families can access quality schooling.
Many pointed to the fund’s success in paying school fees, building classrooms, and improving learning conditions across the constituency.
Beyond education, the fund was commended for creating employment opportunities within the community and supporting local contractors.
Participants also emphasised that because the NG-CDF is locally managed, it minimises bureaucracy, ensures timely service delivery, and allows projects to be implemented smoothly and efficiently.
Community members also underscored the importance of retaining the fund under the oversight of Members of Parliament, arguing that any disruption or transfer of management to county governments could undermine development progress.
“The NG-CDF has established a strong foundation at the constituency level, and any interruption could destabilise the gains made over the years,” Lucy Muthoni Musee emphasised.
Hon. Nzengu assured constituents that their voices would be conveyed to the national level, reaffirming his commitment to championing the entrenchment of these funds into the Constitution.
He noted that the NG-CDF, NGAAF, and Senate Oversight Fund have become crucial tools for addressing local needs and promoting equitable development.
“The NG-CDF distributes development fairly across all constituencies, regardless of political affiliation. It has been of immense help to the ordinary mwananchi, and I stand with the people in ensuring its continued role in national development,” Nzengu said.
