MPS demands action in support of Kenya's Fish Farmers

The Special Funds Accounts Committee has called on the Fish Levy Trust Fund to strengthen its accountability systems and fast-track efforts to fully operationalize the Fund. This move is aimed at ensuring that the Fund can play its intended role in supporting the growth and sustainability of Kenya’s fishing industry.
The Committee led by Session-Chair, Hon. Kivasu Nzioka (Mbooni) held a session with the Acting CEO of the Fish Levy Trust Fund, Dr. Beatrice Akunga, in the presence of representatives from the Office of the Attorney-General.
Dr. Akunga informed the Committee that although the Fund currently receives Ksh 3 million per quarter, projections indicate it could generate up to Ksh 1.2 billion annually once fully operational in the upcoming financial year. This funding is meant to provide additional support to Kenya’s fisheries sector, which includes fish farmers, traders and other players in the blue economy.
However, the Committee noted audit concerns that need urgent attention. Among them is the continued operation of the Fund without a formal Board of Trustees. Dr. Akunga presented correspondence showing that the Fund had reached out to the relevant authorities for guidance. Additionally, the Auditor-General flagged the absence of work tickets for the Fund’s official vehicle, and the Committee has given management a 7-day deadline to furnish this documentation.
Members of the Committee emphasized the critical role the Fund should play in supporting local fish farmers. They encouraged the management to invest in outreach programs that educate farmers on sustainable fish farming practices and provide essential safety equipment, including life jackets for those operating in open waters.
The Acting CEO was further tasked to submit a clear roadmap outlining how the Fund will be fully operationalized, with the ultimate aim of improving livelihoods and promoting food security through a vibrant fishing industry.
