Budget Committee reviews supplementary estimates 3 to address emerging national funding priorities

The Budget and Appropriations Committee has commenced deliberations on Supplementary Estimates No. 3 for the Financial Year 2024/25.
The Estimates were tabled before the National Assembly on Wednesday, June 18, 2025, and subsequently referred to the committee for scrutiny and reporting back to the House.
This third set of Supplementary Estimates presented just days before the close of the fiscal year, seeks to address approved additional expenses for Government of Kenya and Development Partner Funded Projects; approved reallocations; compensation to employees (personnel emoluments) and gratuity; adjustments of receipts of Appropriations-in-Aid and realignment of budgetary provisions to projected levels of absorption. It also incorporates expenditures under Article 223 of the Constitution.
In a briefing accompanying the Estimates, Cabinet Secretary for the National Treasury, Hon. John Mbadi, stated:
“Since the approval of FY 2024/25 Supplementary Estimates 2, the National Treasury has received additional requests for funding to cater for emerging priorities and shortfalls under critical expenditure.”
Today, members of the committee were taken through the Estimates by the Parliamentary Budget Office. The session highlighted key changes in both recurrent and development expenditures.
Since the approval of Supplementary Estimates 2, the National Treasury has authorized additional spending amounting to Kshs. 34 billion, comprising Kshs. 28.5 billion in recurrent expenditure and Kshs. 5.5 billion in development funding. Of this amount, Kshs. 23.2 billion has already been disbursed.
Key disbursements include:
• Kshs. 1.78 billion to State House for operations and maintenance
• Kshs. 150 million to the National Police Service for security operations
• Kshs. 1.5 billion to the State Department for Internal Security and National Administration
• Kshs. 1 billion to the State Department for Higher Education and Research for Government-sponsored students in private universities
• Kshs. 4.99 billion to the National Treasury for the leasing of police motor vehicles
• Kshs. 1.68 billion to the State Department for Sports to cover CHAN hosting rights
• Kshs. 10.28 billion to the State Department for Social Protection and Senior Citizen Affairs for cash transfer programmes
• Kshs. 120 million to the State Department for Tourism for operational expenses
• Kshs. 1.7 billion to the National Intelligence Service for security-related operations
The Committee, chaired by Hon. Samuel Atandi (Alego Usonga), is expected to receive further submissions next week from Departmental Committee Chairpersons. These will detail any additional funding requests for Ministries, Departments, and Agencies (MDAs) under their jurisdiction.
