NG-CDF Committee steps in to resolve a stalemate on the kitty in Kipipiri Constituency

The National Government Constituencies Development Fund (NG-CDF) Board, has pledged to resolve a potential crisis on the kitty with regard to a complaint raised by Kipiriri MP, Hon. Wanjiku Muhia regarding delayed release of Funds due to the Constituency for critical social welfare programs.

Appearing before the Select Committee on NG-CDF, chaired by Eldama Ravine MP Hon. Musa Sirma, the Board CEO Mr. Yusuf Mbuno told the MPs that he had since taken up the matter with the local management of the Fund for speedy resolution.

The Board had directed that all the funds currently held in Project Management Committee (PMC) accounts should be returned to the main Constituency account and a new project proposal should thereafter be prepared to facilitate the reallocation of these funds to appropriate projects. 

"It is important to note that the Kipipiri Constituency Committee was gazetted on 21st May 2025 and the process of handover between the incoming and outgoing Committees is scheduled for 2nd July 2025 after which the process of reallocation of the funds to other viable projects shall be considered by the incoming Constituency Committee," noted Mr. Mbuno.

He added: "The Deputy County Commissioner (DCC), Kipipiri, was tasked with facilitating a smooth and expeditious handover between the outgoing and incoming procurement officers."

Hon. Muhia had sought the NG-CDF Committee's intervention, citing likely disruption of the Social Support Programs; including a day-schools feeding programme, whose operations she argued risked being hampered by the delayed disbursement.

This prompted the Committee to undertake a fact-finding mission to the Constituency on Friday, 30th May 2025 in which a number of resolutions were reached.

Among these was a directive to the NG-CDF Board to fast-track the implementation of the revised guidelines governing the Social Support Programme to streamline operations and address existing areas of conflict.

The draft guidelines were forwarded to the National Assembly on 19th May 2025 for consideration and concurrence of the National Assembly Select Committee as provided for in section 48 (A) (2). Issuance of the guidelines to the Constituency Committees is awaiting the concurrence of the Committee. 

Hon. Sirma pledged to fast track consideration of the same by the National Assembly to provide a longterm solution on the matter across the 290 constituencies.

Following consideration of the Kipipiri Constituency Project Proposal for 2024/25 Financial Year by the Board on 22nd May 2025, approval of projects amounting to Kshs.126.7 Million including bursary allocation was issued to the Constituency. 

To date, the Board has disbursed a total of Kshs.126,669,856 to the Constituency for implementation of the approved projects.

The Committee further recommended that the NG-CDF Board intervene to enhance and foster a functional and collaborative working relationship between the Area Member of Parliament and the Fund Account Manager.

 "In addition, the Board should establish clear and enforceable disciplinary frameworks aimed at promoting accountability, upholding integrity, and ensuring the prudent and effective management of public resources within the Constituency," noted Hon. Sirma.
