PSC CHAIRPERSON NOMINEE DETAILS PLANS TO TRANSFORM PUBLIC SERVICE

The nominee for Chairperson of the Public Service Commission has outlined a raft of measures he intends to introduce once his nomination is approved by Parliament.
Mr. Francis Mejja appeared before the National Assembly Departmental Committee on Labour, chaired by Hon. Ken Chonga (Kilifi South), for vetting. 
He currently serves as a Commissioner at the Public Service Commission and, if approved, will transition from his current role to assume the position of Chairperson.
At the top of his agenda is the digitization of records and the enhancement of data management systems to ensure proper tracking of employee records and performance. According to Mejja, digitization will streamline the management of duty attendance and help eradicate the long-standing challenge of ghost workers in public institutions.
He also outlined his intention to restructure the criteria for public service promotions, arguing that the current framework does not fairly reward employees. Mejja pledged to champion promotions based on performance and output rather than the traditional model that largely emphasizes seniority and years of service.
When lawmakers pressed him to highlight his key achievements during his tenure as Commissioner, Mejja noted that, as Chair of the Recruitment Committee at the Commission, he has overseen equitable distribution of employment opportunities across all ethnic communities while ensuring that recruitment processes remain merit-based.
He further assured the Committee of his commitment to prioritizing employee welfare. This, he said, will include the development of clear policies on training, promotions, fair remuneration, and well-defined career progression paths within the public service.
On career development, Mejja told the Committee that, if given the opportunity, he would engage stakeholders in the education sector to align university and college training programmes with labour market demands. Such alignment, he argued, would enhance the employability of graduates and ease their transition into the job market upon completion of their studies.
Following the conclusion of the vetting exercise, the Committee is expected to table its report before the House, which will determine whether to approve his appointment to the apex position at the Commission.
