CONTROLLER OF BUDGET SEEKS MORE FUNDS FOR PUBLIC ENGAGEMENT, OVERSIGHT AS IT DEFENDS BUDGET PROPOSALS BEFORE FINANCE COMMITTEE

The Office of the Controller of Budget wants the Finance and National Planning Committee to allocate an additional Kshs. 603.6 Million to ensure systems automation, public education, Litigations, and counties’ supervision, among other activities.
Appearing to defend its Budget proposals before the Committee chaired by Hon. Kuria Kimani, MP (Molo), the Deputy CoB FCPA Stephen Masha told MPs that part of the money will also be used during the review the CoB Act 2016 to address Legislative gaps and strengthen its mandate by developing CoB-specific Regulations. 
Of the Controller’s proposed budget of Kshs. 1.6 Billion for F/Y 2026/2027, only Kshs. 913,756,200 Million has been allocated by the National Treasury. 
According to FCPA Masha, underfunding will pose a challenge in the realization of the total seventeen (17) projects and activities earmarked for implementation in the period under consideration. 
Also appearing before the Committee today was the Commission for Revenue Allocation which is seeking an additional Kshs. 671.5 Million to realize its full Constitutional mandate in the F/Y 2026/2027. 
Speaking before the Hon. Kimani-led Committee, the Chairperson of the Commission CPA Mary Chebukati outlined the priority areas targeted in the next budget cycle. 
Among the areas requiring additional funding include: General Administration & Support Services (Kshs. 279.3 M) Equitable Sharing of Revenue (Kshs. 10.4M), Public Financial Management (Kshs. 368.0 M), and Transitional Equalization & Stakeholder Engagement (Kshs. 13.8M). 
The Chairperson noted that the Commission does not have any capital projects in the year under consideration.
