CS KAGWE ALONGSIDE PS RONO APPEAR BEFORE THE AGRICULTURE AND LIVESTOCK COMMITTEE FOR THE 2026 BPSParliament BuildingsThursday 19th February, 2026Today, the National Assembly Committee on Livestock and Agriculture, chaired by Hon. John Mutunga (Tigania West), hosted the Agriculture and Livestock Development Cabinet Secretary, Mutahi Kagwe, alongside the Agriculture PS, Dr. Paul Rono.During the engagement, CS Kagwe presented the Members with their priorities and areas of focus under the 2026 Budget Policy Statement (BPS).The CS told the Committee that the Agriculture, Rural and Urban Development (ARUD) sector's budgetary allocation for Kenya has consistently been approximately 3 per cent, with no progress towards the 10 per cent budgetary target.He decried what he termed a disconnect between their priorities and the allocations made to them by the National Treasury.“Even within the limited budget available, there is a disconnect between what we propose and discuss with the National Treasury and Parliament and what we are allocated to as a Ministry. Sometimes the allocation does not reflect our priorities. There is also a need for clarity between the two State Departments in the budget,” the CS said.The issues that emerged during the meeting are issues related to the ongoing drought in the North-East region and how the Ministry plans to safeguard the remaining livestock, the fertilizer subsidy, seed price, the planned maize importation from Zambia, and the measures put in place to improve the deteriorating tea sector in the country.The Committee shall engage the State Department for Livestock Development tomorrow, Friday, 20th, 2026.
