Security Committee members raise alarm over renovation fundingParliament BuildingsThursday, 19th February 2026Members of the Administration and Internal Security Committee have raised concerns over proposed renovation expenditures during deliberations on the 2026/27 Budget Policy Statement (BPS).The issues emerged when the Committee engaged the Office of the Prime Cabinet Secretary and the Cabinet Secretary for Foreign and Diaspora Affairs, represented by Chief of Staff Mr. Joseph Busiega.According to Mr. Busiega, the Office seeks KES 280 million for the refurbishment of its premises at the Kenya Railways Headquarters in Nairobi.Committee Members questioned the rationale for investing in renovations for a rented facility, prompting calls for clearer justification and assurance of value for money.In response, Mr. Busiega clarified that the allocation is intended for critical security enhancements, including the installation of surveillance systems.The Committee also met the Office of the Deputy President, led by Principal Administrative Secretary Mr. Moses Mbaruku, who presented its FY 2026/27 BPS.The document presented indicated a proposed allocation of approximately KES 3.581 billion, largely directed toward recurrent expenditure to support administration, coordination, and supervision functions.The Office also reported a funding shortfall of roughly KES 967.3 million, citing operational pressures and priority commitments.The Committee’s scrutiny of the BPS provides an opportunity for engagement at the policy level and ensures that its input informs the annual budget estimates.The Hon. Gabriel Tongoyo-led Committee is scheduled to continue meetings with other Ministries, Departments, and Agencies to review their BPS proposals.
