SENATE QUESTIONS EWASO NYIRO AUTHORITY AND TANATHA WATER AGENCY OVER INCLUSIVITY AND DIVERSITY30th October 2025Bunge Tower, Parliament BuildingsThe Senate Standing Committee on National Cohesion, Equal Opportunity and Regional Integration chaired by Sen. Mohammed Said Chute (Marsabit) today engaged two organizations over inclusivity, regional balance, and gender equality in employment.The first to appear before the committee was the Ewaso Nyiro North River Development Authority (ENNDA) led by Managing Director Eng. Ali Ibrahim Hassan, accompanied by three senior officials. Eng. Hassan defended the organization’s record, saying plans were underway to ensure all groups are adequately represented in line with national cohesion and gender equality principles.However, senators led by Chair Sen. Chute questioned why most of the Authority’s employees come from a single community despite its national mandate. In response, Eng. Hassan explained that ENNDA is a regional authority and therefore gives employment priority to members from the host region, while maintaining that the leadership structure is diversified nationally.The next to appear was the Tanatha Water Works Development Agency, led by Board Chairperson Reginah Muia, who also defended the agency’s commitment to inclusivity and equal opportunity in its staffing and service delivery.Committee members present included Sen. Kamau Githuku (Lamu), Sen. Lomenen Joseph (Turkana), and Nominated Sen. Betty Montet.Chair Sen. Chute emphasized that all public institutions, whether regional or national, must uphold inclusivity, gender balance, and fair representation, warning that the committee will continue to demand accountability from agencies that fall short of constitutional requirements.
