Senate Agriculture Committee reviews stakeholder submissions on minimum guaranteed returns billTuesday, Mar 3, 2025Parliament Buildings.The Senate Standing Committee on Agriculture, Livestock and Fisheries, chaired by Senator Wafula Wakoli (Bungoma), today reviewed submissions on the Agriculture Produce (Minimum Guaranteed Returns) Bill, Senate Bills No. 17 of 2025, as it advances consideration of the proposed law aimed at safeguarding farmers from exploitation and unstable market prices.The Bill seeks to anchor in law a structured mechanism for setting and enforcing minimum guaranteed returns for agricultural produce, establishing clear parameters for price determination, implementation oversight and enforcement to ensure farmers are protected from price volatility and unfair trading practices.Members observed that agriculture remains central to rural livelihoods and the national economy, and that predictable returns would enhance income stability, boost productivity and strengthen food security. Furthermore , the Committee looks forward to ensure that the proposed framework is practical, fiscally sustainable and harmonized with existing agricultural policies.The Committee will now consolidate its review and prepare a report to the Senate outlining its recommendations on the Agriculture Produce (Minimum Guaranteed Returns) Bill, Senate Bills No. 17 of 2025, a proposal widely viewed as a significant step toward institutionalizing fair and guaranteed compensation for farmers across the country.
